David A. Hyman, MD, JD
​Professor of Health Law and Policy
Georgetown University Law Center



Dr. David A. Hyman, MD, JD, is the Scott K. Ginsburg Professor of Health Law & Policy at Georgetown University Law Center.  He focuses his research and writing on the regulation and financing of health care, and empirical studies of the civil justice system.  Professor Hyman was principal author and project leader for the first joint report ever issued by the Federal Trade Commission and Department of Justice, Improving Health Care: A Dose of Competition (2004).  He is also the author of Medicare Meets Mephistopheles, and the co-author of Overcharged: Why Americans Pay Too Much For Health Care (2018), and of Medical Malpractice Litigation: How It Works, Why Tort Reform Hasn’t Helped (2021).  He has published widely in economics, health policy, law, and medical journals.
